A Knowledge Report (KR) is a write up a Scientologist will make of another reporting any transgressions that person has seen committed by another. These are then given to the Ethics division, and handed higher up depending on the circumstance.
KRs are also written about anything seen that could be an impediment to Scientology, such as a critical news article. In effect, this turns Scientology into an espionage organization for whomever is at the top.
